40th ANCCE General Assembly

To be held on Saturday, May 21 at 9.30 am for the first call and 10.00 am for the second

The ANCCE Board of Directors has summoned an Ordinary General Assembly of Members, to be held in the city of Sevilla at Palacio de Congresos (Convention Center), located on the street known as del Alcalde Luis Uruñuela, this forthcoming 19th of May, 2011, at 9:30 am for the first call and 10:00 for the second, with the following:

1. Constitution of the Assembly presidency and drafting of the attendance list

2.  Minutes of the 39th ANCCE General Assembly; proof of approval

3.  Appointment of auditors for the approval of the minutes

4. 2011 Annual Activity Report

5.  Reading and approval, as would be the case, of the Annual Accounts (balance sheet, profits & losses and annual report) for 2011 

6.  Approval, as would be the case, of the 2012 budget

7.  Report by the President

8.  Ratification, as would be the case, of agreements  adopted by the Board of Directors

In compliance with the mandates of Article 30 paragraph 2 of the ANCCE By-laws, all members are summoned to the General Assembly that will be valid after the second call, whatever the number of member present.
Right to Information: all members of ANCCE may exercise their right to have clarifications, data or information about the matters included in the agenda, which must be requested fifteen (15) days prior to the General Assembly. The accounts, annual report, general reports and all other agreements to be discussed have been approved previously by the Board of Directors.

Once the Assembly has concluded, the traditional ANCCE members’ luncheon will be served, during which, and as part of the 40th anniversary celebrations, a number of commemorative events will be held.  These include honoring previous presidents and founding members, as well as announcing the name of the “Cover Horses” photographic contest winner.  Each member stud farm has two (2) seats at the said luncheon, completely free of charge. However, if another person/s will be attending, you can reserve a seat for € 40.
Should you be interested in attending, please send in the reservation form so that we can calculate the total number of guests. If you are unable to attend, we are including the proxy form so that if consider it appropriate, you can fill it out and send it, together with a copy of you ID, to the Association office.

14,000 Horses Registered in 2011

In 2011, 14,000 PRE HORSES REGISTERED IN THE PRE STUD BOOK

Changes of Ownership increased by 3.4%

In 2011, the Purebred Spanish Horse Stud Book registered 13,137 new inscriptions; this totaled 199,159 horses registered on the 31st of December. Of these, 108,547 are mares and 90,612 stallions or geldings.

In terms of other services offered by the Stud Book, 6,725 assessments for Basic Approval for Breeding were processed; 10,749 ownership changes were carried out—this is a 3.4% increase over 2010—and 1,548 new Breeder codes were issued. It must be highlighted that some of these correspond to breeders from new countries, including Russia, China, Slovenia and Slovakia. Thus, the PRE Stud Book currently has data of Purebred Spanish Horse Breeders in more than 60 countries.

In this regard, the 22 international assessment trips take on a particular relevance; this shows the important promotional efforts carried out by PRE Stud Book representatives. With this same objective, throughout 2011, the PRE Stud Book participated in a number of fairs and congresses to maintain PRE owners informed, as well as annual meetings held with international representatives.

Likewise, in October of last year, Sevilla hosted the annual WBFSH meeting.  The International Sport Horse Breeders’ Federation brought together more than 100 representatives from all the breeder associations handling the Stud Books of the various horse breeds the world over.  Members of the International Equestrian Federation and from other organizations representing the sector participated in the event.  For the first time in Spain, this international meeting was organized by the National PRE Breeders’ Association of Spain (ANCCE), which provided a unique opportunity to demonstrate how ANCCE works and its objectives with regards to the Breeding Program and the PRE Stud Book.  It also served to promote the Spanish horse as a high performance breed for competitive disciplines.

Throughout 2011, the PRE Stud Book also restructured its corporate web-site, which has resulted in a clearer and simpler design, thus allowing the incorporation of new functions.  It is now much more user-friendly and facilitates the processing of documents and other online services for general users. It has also incorporated information about the horses that have been genetically assessed within the framework of the Breeding Program, to provide a list of those breeding horses that have obtained a genetic category, such as Young Recommended Breeding Stock, Improver Breeding Stock or Elite Breeding Stock.

ANCCE, on the other hand, updated its quality certificate, according to UNE-EN ISO 9001:2008 standards, in July of last year to handle the PRE Stud Book; this translates in greater support for the excellence of the work performed. Transparency, increased services offered by the PRE Stud Book, the lab work and the application of a pioneer administration program has been fundamental to renew this certification. Currently, the PRE Stud Book is the only equine stud book in Spain that has the AENOR certificate.

Last November, at SICAB, ANCCE signed a collaboration agreement with USPREA (United States PRE Association), by which the American association has begun to work first-hand in the handling of the Stud Book affairs through its office in Wellington, Florida. This agreement represents a major advantage for the Breeders of USA and Canada

In recent months, the Stud Book has readjusted its rates for various services, thus adapting to the complex international economic situation and increasing its support of the Breeders at times of particular difficulty. This price adjustment campaign began with the genetic analysis of coat colors, free of charge to all the foals registered with the PRE Stud Book, as well as a 2 for 1 offer in the case of adult horses, although it also includes other promotions. The PRE Stud Book, handled by ANCCE since 2007 by appointment of the Ministry of Agriculture, Food and the Environment, has been progressively increasing its levels of quality, effectiveness and reliability. This has brought international recognition and today, the PRE Stud Book is considered a reference model for other equine breeds, especially in Europe.

In 2012, The PRE Stud Book celebrates its first centennial of its creation by virtue of a Royal Decree from the Ministry of Defense, dated the 13th of January 1912. For a whole century, the administration of the Purebred Spanish Horse Stud Book was the responsibility of the Spanish Armed Forces,  initially through the Dirección General de Cría Caballar y Remonta (General Equine Breeding Office), which is, today, an independent organization known as the Cría Caballar de las Fuerzas Armadas (Equine Breeding of the Armed Forces).

Second 2012 Revision

The commencement date for the Second 2012 Revision tour in North America  has been set as Monday, September 17th 2012.

The deadline for entries will be Friday, August 31, 2012

 The commencement location will be determined on the basis of the critical mass of horses assembled . The specific dates for each site will be announced on or about September 3rd 2012.

NEW ONLINE MEETING WITH DR. MERCEDES VALERA, DIRECTOR OF THE PRE BREEDING PROGRAM

During the live, on-line discussion, all interested parties may formulate their questions and obtain an immediate answer

The National PRE Breeders Association of Spain offers another edition of “On line Meetings” with the Technical Director of the PRE Breeding Program, Mercedes Valera. This on-line discussing will take place next Thursday, the 3rd of May, through the ANCCE web-site, www.ancce.com, with which all interested and participating parties will be able to put forth their queries and receive immediate answers.   In this case, the discussion session will be open between 10:00 am and 11:30 am.

Mercedes Valera is a Professor of the University of Sevilla and responsible for the equine section of the MERAGEM research group, an official genetics center that endorses the PRE Breeding program as well as other equine breeds in Spain.

The idea of this meeting is to respond to any concerns or doubts that breeders may have with regards to the PRE Breeding Program: performance testing, genetic assessments, assessment procedures, the genetic categories and the breeding stock catalogs, among others.

These meetings are another Association initiative to reinforce its commitment to improving communication with breeders, as it seeks to be a platform for dialogue and exchange of experiences about the PRE.

2012 Nation’s Cup

The USPRE High Point Challenge at the Nation’s Cup had only 3 participants, but all three were winners for the weekend.

USPRE newcomer Nicholas Fyffe, on Robert Dover’s Fiero HGF, socred 71.6 at First Level, test 2. Proud owner Robert Dover informed us that Fiero was the High Point horse for the whole national show, a remarkable feat for a horse that has not yet turned 4 years old.
Janne Rumbaugh continues her winning ways, with a high score of 68.5 at AA Intermediare I, notably receiving her first career score of over 70% with hJunior (by Gaucho III) from one of the judges.
Mica Mabragana and Hampton Green Farm’s Cuatrero IV were members of the Team Latin America II, which placed 5th of 8 teams in the International Small Tour Competition, with scores of 63.6 and 64.5.

ANCCE Photo Competition

CABALLO DE PORTADA PHOTOGRAPHIC COMPETITION

 

The deadline is April 25 to present your photographs

To celebrate the 40th Anniversary of the National PRE Breeders’ Association of Spain (ANCCE), a PRE Horse photographic competition was launched this past month of March titled Caballos de Portada (Cover Horses).  It has been designed for both full and associate members.  Remember that the deadline to present your photographs ends on April 25, 2012.  Participate by getting your camera out and sending us your best photo!  

Competition Rules:

1. Main theme:

The topic of the works presented must be related to the Purebred Spanish Horse or PRE. It is obligatory for this to be featured clearly in the photo, although it does not necessarily have to be the main protagonist.
2. Participants:

Participation in this competition is open to any adult who is a full or associate member of ANCCE.
3. Technical requirements:

Only one (1) photograph will be accepted per person.  All photographs must be original and unpublished.  No photography may have been published previously in any media, posted on any private web-sites, social network or similar formulas nor may said photography have been awarded a prize at any other competition.  Likewise, the contesting photography may not participate in other competitions at the same time. The works of professional photographers will not be valid in this competition.

No photograph that is offensive, expresses xenophobic messages or attitudes, have pornographic content or harm the rights of humans or the well-being of animals will be permitted. These aspects will be assessed according to the criteria of the organization of the contest.

All photos must be sent to the Association in digital format—whether a CD or DVD—and must fulfil the following requirements:

- TIFF or JPG Format.

- A resolution of 300 pixels per inch and a minimum of 5Mb.

- The file name will be the title of the work.

Photographic works will be accepted in COLOR or BLACK AND WHITE only. 

The aforementioned material must be sent by certificated mail in a sealed envelope to the following address: Concurso Fotográfico 40 Aniversario de ANCCE. Cortijo de Cuarto (Viejo) s/n, 41014, Sevilla, España (Spain). A document containing the following details must also be included in the envelope:

-          The details of the participant (first names, surname/s, date of birth, address, postal code, municipality, province (state), country, mobile telephone number and e-mail).

-          Photocopy of ID, Tax (Social Security) number or Passport.

-          Name of the Stud Farm.

-          A brief description of the content represented in the photograph.

To confirm the reception of the work, participants must also send a copy of the photographic work to the following e-mail address: ancce1@gmail.com. In the SUBJECT of the E-mail, SPECIFY: Caballos de Portada . In the body of the MESSAGE, state the full name of the author, followed by the title of the photo sent. The photos must be sent in JPG or TIFF format, with a minimum resolution of 150 ppp and a maximum weight of 2 MB.

4. Deadline:

Originals may be presented as of the 20th of March until the 25th of April 2012. Works presented after the final deadline will not be accepted.  The only exception is the case in which envelopes with a certified mail date on same day or prior to the established deadline and that arrive after the deadline.

 5. Jury:

A Jury will proclaim the photographs that have been most voted for by the visitors to the web-site and the corresponding prizes.

 All the photographs received will be on the ANCCE 40th Anniversary web-site: www.ancce.es/aniversario, so that the visitors can vote for the ones they like the best. Each visitor may vote for a maximum of three (3) photographs. 

 6. Prizes:

The photograph receiving the greatest number of votes will be the winner.

The prize includes a trophy that will be presented at the next General Assembly and the reproduction of the photo on the cover of the November issue of the Association magazine, El Caballo Español, which is given out at SICAB, as well as two (2) VIP passes to access the Fair ground and Show and a copy of the PRE Breed Book.

There will also be two (2) consolation prizes for the next,  most-voted-for photos, which includes two (2) VIP passes to SICAB and five (5) invitations to the fair ground.

7. Wining Results:

The wining results will be announced during the week of May 7.   Winners will be notified by the organization. Likewise, ANCCE will notify the media, on the web-site and through all channels deemed suitable.

8. Intellectual ownership rights:

By presenting the photograph, the contestant accepts granting ANCCE, free of charge, the rights to reproduce, distribute, transform and use publicly, in all the possible media, the work sent, throughout the world and for the maximum duration as currently foreseen in the Royal Legislative Decree 1/1996, dated the 12th of April, approved the rewritten text of the Intellectual Property Law for the protection of the granted rights.

 Participation in this competition means fully accepting each and every one of these rules and the verdict of the jury, which is final. Any contestant sending a photograph guarantees that he/she holds the intellectual ownership rights, which, by virtue of his/her participation in this competition, grants to ANCCE and, therefore, ANCCE shall be free of any claims from third parties deriving from failure to fulfill the aforementioned guarantee. ANCCE shall decide upon the suitability of the work with regards to its publication and may adapt it technologically, fragment and adapt said work to the ultimate format for its publication.

The contestant declares, under his/her own responsibility that he/she strictly complies with the rules of the competition. Likewise, the contestant is aware that he/she shall be disqualified immediately if, during or after the verdict, it is found that said contestant fails to comply with any of the established rules or that his/her declaration is totally or partially false, erroneous or untrue, in which case the prize received shall be returned.

 ANCCE shall not be held responsible for the rights of image that may correspond to third parties, with regards to the photographs presented at the competition. Those participants, who present photographs showing people, especially in the case of children and private property must guarantee that the contestant has express authority to disseminate said images.  If, in one of the photographs presented, there is a close-up or recognizable features of person, the author must include the signed authorization from that person or persons to disseminate or reproduce their image, in the envelope, including the ID of that person.  This step is not necessary in the case of general views where human figures are not identifiable.

ANCCE shall not be held responsible for any consequence, loss or damage deriving from failure to comply with these rules, with the contestants being the sole responsible party.

Improver Stock Category

EARN THE CATEGORY OF IMPROVER STOCK

The results of the latest genetic assessment, performed within the framework of the PRE Breeding Program, sponsored by ANCCE (National PRE Breeders’ Association of Spain) through the MERAGEM research group—a certified genetics center—have informed that there are seven PRE horses that have been considered as IMPROVER BREEDING STOCK, together with Ermitaño III, who is already considered Elite Breeding Stock.  These horses are:

Pollensa (16 years old) owned by Hermanos Molero Malo and bred by Ganadería Valdefresno.

Lironsilla (9 years old) owned by Yeguada Palazuelos Norte and bred by Hdros. de Salvador  Guardiola Fantoni.

Adelfa XX (9 years old) owned by Yeguada La Troyeta and bred by Yeguada Velasco-González.

Artista M. Suay (12 years old) owned and bred by Rafael Martínez Suay.

Indio JT (9 years old) owned and bred by Yeguada Juan Tirado.

Educado X (22 years old) owned by Rafael Ayala Muñoz and bred by Hrdos. de Salvador Guardiola Fantoni.

Duque CXIII (7 years old) owned and bred by Yeguada Las Arenas.

These three mares and four sire stallions have surpassed the established requirements.  Such requirements include attaining a genetic index above the average for the population evaluated and exceeding the established minimal repeatable (dependability) level which is 60%.  This genetic index is obtained by increasing the number of participations from relatives (offspring, siblings, etc.) in the performance controls established by the Breeding Program.  In this case, the controls correspond to the Lineal Conformational Scale.  

This breeding stock will be registered in the PRE Stud Book Improver Breeding Stock Register and their names will be listed in the corresponding breeding stock catalog. Likewise, the corresponding stamp will be attached to their names on the PRE Stud Book web site and in their passports.  Moreover, a diploma indicating this achievement will also be sent to the owner/s.   

ANCCE, as the body recognized by the Ministry of Agriculture, Food and the Environment to carry out the Breeding Program, recommends that breeders use these horses as breeding stock to achieve greater dissemination of PRE improvements and maximize the genetic progress as quickly as possible.

President’s Letter to Members

Dear USPRE Members,

It is the end of the first quarter of 2012, and I am happy to announce that USPRE has found itself transformed by our new responsibilities and services to American breeders, owners and riders of PRE horses.  The first three months of this year have been full of activity and as a result of many volunteer hours put in by dedicated members, USPRE has entered a new era as a transformed organization. From the commencement of Studbook services to the sponsorship of the Global Dressage Festival, from the success of our riders to the record numbers of Revisions, from the international coverage of our activities to the growth of our programs, from California to Florida to the North East, USPRE has established itself as the definitive organization for the PRE Horse, and an example for other organizations dedicated to serving breeders and promoting the horse.

Just this week, the first Revision Tour of 2012 is under way and new LG Administrator Tanya Duffey has successfully processed over 250 Revision orders for breeders from coast to coast. Our brand new offices in Wellington, overseen by ANCCE Delegate and USPRE Vice President Alexander Zilo, with Tany Duffey, were opened on February 1st, with January dedicated to the training of our staff and the transfer of the office records from Miami. By 1 February, Tanya had made sense of the mountains of files she received from Miami and is now confident that within the year she can resolve the lion’s share of pending issues. Our website also went through significant changes to improve from a news and information site, to a highly efficient tool for direct application for services needed by breeders and owners. Now, with our first Revision under way and all preparations for that behind us, we feel that we can find additional ways to make the process even more efficient. Tanya continues to be available by phone or email as requests for Inscriptions, Change of Ownership, New Breeder Codes, etc. flow into the office, and the second Revision Tour is scheduled for September.

Our Dressage High Point programs for Florida and California are also underway, with Florida wrapping up with the final show in Mid-April. The USPRE sponsorship of the Global Dressage Festival has given the PRE Horse an unprecedented publicity in the Sport Horse world, proven by the over 400 Wellington equestrians who showed up to celebrate our PRE-Show Party in February and watch a top-quality dressage demonstration featuring competing horses and riders iincluding United States Dressage Team members and alternates.  The success of the Florida High Point program was noted by the international dressage press after a recent weekend where USPRE riders Endel Ots, Mica Mabragana, Janne Rumbaugh and Lily Zilo topped every Small Tour class they entered. News of the weekend was carried in Eurodressage.com, TopIberian.com and Dressagedaily.com.

In California, the High Point Challenge has just begun and this year the contest will be held at 6 shows from late March through September in both Northern and Southern California. USPRE Board member Betsy Ketcham, Regional Director Cindy Ramirez-Smith and Erin Lohec will be the USPRE Representatives overseeing this year’s series. Please see our website for more details.

Our Regional Director training was conducted at the USPRE offices in February and we have welcomed three new Regional Directors: Cindy Ramirez-Smith in the West, Maureen Sharp in the Midwest, and Linda Reed in the East. These representatives will serve as another point of contact for our members and are available to answer questions, plan events, and assist with member needs. 

Executive Director Joan Mack, Tanya Duffey, Alexander Zilo and I traveled to Los Angeles in March to attend the Feria del Caballo, meet with other members of our Board and hold our 2012 Annual Meeting. We were pleased to present a summary of our meeting in February to members on the West Coast, and to attend the Feria del Caballo breed show. During the weekend of the show, USPRE maintained a hospitality tent and Tanya Duffey processed service requests on site.

As the year progresses, we anticipate a healthy 2012 in terms of breeding, if the first quarter is any indication. We look forward to a return to former highs in numbers of breedings this year as our economy strengthens and the market demands more horses. We also anticipate more successes for our horses in the competition rings, which will prove beneficial for owners, trainers, and breeders alike. We invite all members to stop by the new office if you are in Wellington, and if not, to call in to introduce yourself to Tanya. And of course, be sure to check the website often for news of upcoming clinics and activities in your area.

Finally, we assure our membership that we will remain committed to promoting and supporting the PRE Horse as defined by Spain and the Spanish PRE Studbook. We find that keeping to this track has produced a singular vision for our organization and that our successes have moved us to a new level, far away from the conflict that has characterized other organizations. USPRE has become the association to be imitated and compared to, as we have set the standard for our programs and services to our members.  Your membership fee goes 100% to the promotion of the PRE Horse in a manner that is fitting to this breed, and we appreciate your support and consider all of our members partners in our vision.

P.R.E. Horses Top the National Small Tour

National Small Tour Classes Topped by P.R.E. Horses at the Global Dressage Festival

The United States PRE Association High Point contenders dominated the national Prix St. George and Intermediare I classes at the 5* West Palm Beach Dressage show at the Global Dressage Festival last weekend. The USPRE High Point contest is held at every show in the GDF series, but was never as competitive or successful as this past weekend in Wellington. As the CDI 5* was a Grand Prix competition only and did not field a Small Tour, the national classes contained many of the participants in the upcoming Nation’s Cup CDIO in two weeks–a Small Tour competition featuring teams from more than 10 countries.

On Friday, Endel Ots (US Team Reserve for the Pan American Games) won the Intermediare I with over 66% on Alexander Zilo’s Gorrion Penatoro. Later in the day, avid Adult Amateur competitor Lily Zilo won the Intermediare I AA with her own Esmaltado IV with 64.079%.

In Saturday’s lineup, Argentine rider Mica Mabragana, on Hampton Green Farm’s Cuatrero IV, won the Open Prix St George with 71.4%, followed later in the day by Endel Ots who again won the Intermediare I with 67.5 on Gorrion.

On Sunday, Mica took Second in the Intermediare I with Cuatrero with 68.026%, while seasoned AA rider Janne Rumbaugh won the Intermediare I AA level with 68.224% with Junior, a ten year old PRE gelding by Gaucho III.

The United States PRE Association has held the High Point contests across the United States since it was founded in 2008, to encourage owners of PRE Horses (Pura Raza Espanol) to train and compete their horses in dressage. “We have seen a marked increase in the number of professionals riding and competing PRE horses in the past two years,” says USPRE President Kimberly Boyer. “Perhaps the achievements of Fuego and other good horses coming out of Spain have impressed on American riders the potential for success at the higher levels that these horses can offer. The fact that a group of young horses is now moving very successfully into the FEI levels with top riders is very exciting for us as an organization. It is the trajectory we have hoped for.”

The PRE explosion on the Small Tour scene is not limited to Florida. At last weekend’s Dressage in Santa Barbara, USPRE-sponsored rider Sabine Schut-Kery received a 70.526% and a 71.842% from Judge Hilda Gurney at the Prix St. Georges both days with Rhea Scott’s Marques.
