Facts vs Rumors

Within the several weeks, and with heightened intensity just prior to the start of the IALHA Nationals in Dallas last week, a rumor was circulated which suggested that the management of the Studbook was being removed from ANCCE by the Government of Spain At first hearing, USPRE was not interested in dispelling yet another false claim made by individuals and organizations who oppose the ANCCE administration of the Studbook and who seek to confuse American PRE owners for their own political or commercial gain However, since ANCCE has felt it necessary to make a public statement to clear any misunderstanding, we have decided to do the same and reassure our members that it is “Business as Usual” with ANCCE and the Studbook             This most recent anti-ANCCE effort has been particularly intense, with many American breeders being inundated with e-mails and text messages The claim made by the senders of this information is that a European Commission in Brussels that has authority over agricultural matters within the European Union has “denied recognition” of the current management of the Studbook A press release and a doctored document is being circulated as proof of such “ruling” American Breeders are being led to believe that there has been some kind of court hearing on this matter that affects the current management, and a formal ruling in favor of one or two small local breeder associations in Spain who have refused to acknowledge the authority of ANCCE, as well as an American foundation that is attempting to start its own registry and pirate the name of “PRE” or “Pure Spanish Horse” for their own papers             In collaboration with both MAPA the Ministry of Agriculture in Spain which has the authority to grant management of the Studbook and ANCCE, USPRE can assure you of these facts:

•  There has been no court trial, appearance or ruling, concerning or against the management of the studbook by ANCCE
• One of many departments within the agricultural offices of the European Union has asked MAPA to clarify the language of the ownership vs the maintenance of the Studbook This is nothing outside of everyday paperwork that all breed organizations must complete to comply with the various registries in which they are included
• This request for clarification from a minor department is being manipulated and misrepresented by a very small group of people in order to create confusion just before the large national show season, including SICAB
• MAPA ie, the Government of Spain has issued a statement to the press and the breeders of Spain that confirms that the only organization that manages the Studbook, issues papers and acts on its behalf is ANCCE and will remain so Ownership of the Studbook has always been held by the government of Spain

             D Javier Conde, President of ANCCE, has issued the following statement to American breeders to reassure them of no change in the management or future of the management of the Studbook USPRE continues to stand with ANCCE in its role of administrator of the Studbook and we have provided this explanation of the current misinformation reluctantly, as we detest having to involve ourselves with the disreputable attempts of others to imitate our work and the work of ANCCE and to confuse the American PRE breeder with false information Yet it is for the sake of our breeders that we are compelled to speak up  USPRE Board of Directors
